One big reason why limit switches are designed that way is because if the air never warms up the you will lose heat in the ducts and the vents will just blow cool air. The limit switch has a sensor in the heating area that decides if and when the air is actually warm enough so that it may be pushed through the ducts and out the vents.
Some warnings poorly running limit switch
